Yeah, the DEX mod bug remains until you modify your DEX yourself, and then it goes back to normal.

I'm quite sure it doesn't happen to me since i've encountered ettercap casting it on me. And i failed sometimes on rolling a 1 vs PVE web in several dungeon like sibayad area and skaldark's area.
If it's really true, perhaps you should consider submitting a screenshot so that it's worth the effort to look into this matter?
