Scry only ruins things and encourage metagaming. Many cool plots and plans have been ruined because someone happended to scry you. Its also used to hunt players when they happen to be online and I know that with the experience. There is others who has felt the same.
First point: Too bad, not everyone can counter everything.

Second point: Anyone who has super secret plots and plans and doesn't account for scrying either;
A: ICly doesn't know about it.
B: Knows about it but doesn't care OOCly as it gives a chance to be caught ICly and make RP (Good on you by the way).
C: Just doesn't care in general and is only upset later because they got caught.

Are you serious? The duration of the scry period is so short that most of the time you are lucky to see anything other than a few people standing in a room. Sometimes you get lucky, and see two lines of text, but between how short the scry session is and how slow the average player types, it's rare that you gain any information other than who is with who and where.

There's more potential for meta-gaming directed at the scrier's player than there is any hope of foiling anyone's grand plans.

Honestly, for the investment of 3 feats, the Scry ability is underwhelming.

It's funny how it's always the same people complaining, and it's always about this perceived sense of control loss.

Like DM Eyeball said, that's not the nature of this server. The sooner you accept that not everything will go your way, the more you're going to start enjoying your time here on Arelith. Also, it's very easy to block scrying, and having not learned of it yet, really suggests one hasn't put in much effort to actually learn it in-game.

Doesn't put one in a great light to complain about something you haven't fully bothered to figure out.

Scry could do with a duration increase, just to compensate for loading times eating up a lot of it.

Decoupling -scry from rest cycle is probobly a good idea if the duration is increased, and instead setting it to a 15-30 minute cooldown instead. That way you can get more useful information with a -scry lasting a few minutes, but you cant chain them anymore. Wizards rarely lack for money, and at the moment you are limited only by how many spell components you have, so long as you -scry in a rest area. And even outside of it, you can get many -scry in before your rest state is above 50% and you cant drink more alcohol without poisoning yourself.

With a short duration, it is more costly, and the regular loading into and out of areas and resting means disruption in magical surveilance. A longer duration -scry effect, limited only by the number of your spell components will make it alot easier to subject people to near constant magical surveilance if someone is inclined to do that.
