Check the options. I recently saw that there is a new option added that allows you to click through your avatar to the ground and I saw other check boxes near it. Maybe this option is interesting poorly with menus?

I have T3 dweomor, I get 26 points, but can only do a +1 skill.
Skills are not properly aligned. Heal is missing, hide gives heal, listen gives hide, lore gives listen, etc. Then for the custom skills, they are shifted down instead of up, Search gives use traps, Set Trap gives Spellcraft, Spot gives Taunt, etc.

Bug 1) What is Happening
I have tested this with a few items and it seems rather consistant.
Items that get crafted with runes: There is no cap to what you can add to the item. I made an Ichoret with +1 to all stats, and uni saves. It just kept letting me go. I checked with an Eldarbat Nihayah (Final Blow) and it had the same behavior. If I put the item into the NUI basin, let the NUI open, closed it, brought it to the chat basin, it would stop letting me add things.
Base items with no runes: These function as expected. I cannot go past the cap using only the chat based basin. If I add a rune to the item, it increases the cap as expected and I still cannot go past it. It does not matter if I add the rune to the item before or after I use the item in the basin.
Bug 2) What is Happening
I see no ability to interface with descriptions via the chat based basin. Perhaps you are still working on this?

There are two issues to report but as they are both related to renaming items or editing item descriptions, I will report them both at once.
Description of Bug Experienced:
It is not possible to edit the names or descriptions of items that you have not crafted yourself nor any way to take ownership of those items to enable editing.
The Console interface does not give the option to edit item names or descriptions.
Steps to reproduce / Expected Results:
- Self crafted item in NUI Basin
- Non self crafted or loot matrix item in NUI Basin
- Console Basin options do not show Edit Description at all even of self crafted items

The NUI dweomer shows options for saves vs evil/chaos/etc 1 for 1pt, this isnt something that was possible on live and 1 of each would be unisave (except against TN) for only 4 points.
However on pgcc NUI dweomer you cant select those options, they show up but wont apply like the other do.
Tested console version, similar, it shows vs evil/chaos/etc for 0pt cost, lets you try to apply but the property is not added.

New dweomer doesn't have options for 1d4 or 2 poison/psychic/entropy dmg like live does.
I believe you previously didn't want to add these due to the being implemented wonky, but now that they work as proper damage types like any other could we see these added to match live?

This should be fixed, I forgot to add a breakpoint for this one.

Bug 2 is not a bug so much as I haven't hooked it into the existing description editor yet!

When you downgrade, are you using runic points or non-runic points?
You'll only get extra points if the sum total would be less than what you can work on anyway.

As mentioned above, not a bug, just not hooked in yet as it won't be using the new description editor for consoles, so don't need them to test it.
As for editing stuff you don't own, that's how it's meant to work.
Items need to be given your name or the [all] tag by the origin to let you edit them.
I'll look into loot items though, that's not intended.

Not sure I entirely understand what you mean here.
There's no NUI dweomer on live but you've mentioned a PGCC one as seperate.
Am I correct in my understanding that you mean pgcc for all of them and that vs alignment just shouldn't show?

Saves vs evil/etc isnt on live basin dweomer but its available in both NUI and Console dweomer on pgcc, it doesnt work thought. Im assuming its not supposed to exist at all since 1 of each at 1point cost woul be unisave for 4pts vs the usual 6.

It seems weird, because it is the only window that I have seen being treated as a click-through in the entire game.
I suspect the workaround is going to be replacing it with a standard dialogue window for mobile players? Otherwise one must always open some other windows, like inventory and character sheet, to provide a background and prevent characters from accidentally running away from the basin.

When you downgrade, are you using runic points or non-runic points?
You'll only get extra points if the sum total would be less than what you can work on anyway.
The item has a masterwork rune with a corresponding enchantment (+1 Strength). The total number of points consumed by its properties is 28, leaving 4 points available. When I downgrade one of the properties (+2 Intelligence to +1 Intelligence), leaving all other properties (+1 Strength and +4 Skill) untouched, with the goal of adding another equivalent property (+1 Dexterity), it only retains its original 4 points and gains no additional points.
I can only assume that some runed and enchanted items cannot be downgraded, which may potentially lead to someone spoiling their items when the system goes live.

I'll be adding the option to choose which opens in the rest menu once it's released.
Consoles will always use the dialogue window until they update that version.
It's an engine issue and is something the nwn team is looking at addressing to my knowledge, but is not something I can do anything about beyond the above.

Can you show me the items exact properties before and after, and also what the base item is?

Should be coming out as 20 if that int is halved.

Crown of Horns is the name in my character's inventory. Those three properties are all that count for enchanting.
I have also just tried downgrading it on another character who is a master enchanter and received 6 points back to a total of 10, but then added +1 Dexterity, and the remaining amount got updated to 4. So, it was ultimately enchantable in a correct way despite the numerical error.
The copy of the item that had 4 points available had likely been downgraded by a non-enchanter and still showed only 4 points on my master enchanter. Adding one more property that cost 2 points did not actually correct it to 10.
So, I assume a non-master enchanter does not get any points back when downgrading certain, not all, items, since I remember downgrading something else, and it worked?
P.S. I can bring it to PGGC any time, if pinged in-game.

I noticed that I still have max points with tier 1 when using the chat based version:
What is happening
I have T1 dweomor.
Yet I can get 26 points from the chat based version.
What I expect
Meanwhile, same character, same item, I have 22 points for the nui.

What is happening:
I have encountered an item that appears to be bugged on the new system where it doesn't respect the max points and just allows permanent additional enchanting, Icon of the Hunt.
I've been able to replicate this with any crafted Icon of the Hunt from the carpentry bench on PGCC, no special steps required it just keeps adding to it.
What I expect:
Seems to only be in the new console version that this happens.
And once you take a staff over to the NUI system and bring it back, it works as expected on the console system
