Outcast Quarter Policy

Outcasts are no longer allowed to own property in any Surface settlement or anywhere with a local NPC population. This includes Sibayad.
Quarters and guildhouses in the wilderness are still fine.
Outcasts currently in violation of this policy have 72 hours to sell their property.

even if it doesn't make outcasts easily recognisable, mad love
