Reduce the timer on auto-booting from Citizenship reduction to 1 IG years (one month, roughly).

Reason being, if you aren't active at least once every election you can't be counted as being someone who contributes to a settlement, or indeed is a drain. This may go some ways to fixing the current citizenship glut of a couple of settlements.

It's set to 37 RL days at present, according to the code. If this isn't what you're seeing IG, feel free to raise a bug report.
