Guildhouse Tax Change!

Now the guildhouse owner pays for EVERY for sale/abandoned quarter in the guild he owns. It can build up pretty high.
That pretty much happens already.
Quarters within a guildhouse pay their tax to the guildhouse owner, basically giving them a discount on their tax bill.
