Temple Revamp: As inspired by the Devils' Table System!

This is a suggestion in parts, given how rarely settlement RP and leadership coincides with the actual "encouraged" consensus. As borrowing from, and expanding on, the concept of one of the most versatily-handled ones in the server right now: That of the "drow district".
Good. Now, go turn that temple of mask into one of shar. Heck, one of cyric if it strikes your fancy.
- *-All- temples, except for the one of the triad, become marketable guildhouse quarters with non-specified diety. This means the generic rescript of most NPCs within, as well. No hinting at dogmas, it should all be -relatively- flexible. All that should remain is a general atmosphere with most. We all know the banite temple isn't even correct, and the temple of mask isn't used..
*Insert an unspecified amount of -normal- quarters encompassed by the guildhouse each. Promotes clerical RP, theoretically.
*Temple NPCs should now have two lines of dialogue. One for faithful/normal, one for opposing faiths.
*These quarters become purchaseable only by those with cleric/favored soul classes. Simple. Makes sense. No gifts here. Legitimate (un)holymen/women
*The god of the temple may be, henceforth, toggled to match that of the high warden's current diety in exchange for twice concecration piety. Such the act automatically adjusts the dialogue and names of temple NPCs, auto-concecrates the altar therein to one which can not be desecrated, and only disguised characters whom pass a will save (not neccesarily a disguise check) will be allowed to enter as an opposing diety devout (and will recieve the generic faith enmity line when adressing NPC temple wards)
*The temple becomes immune to management by settlement leaders. Easy. No release, resale, or the like of the temple by the council or writted. Religion from politics.
