Exile/Dismiss Vessel

Title explains it most.
Give town officials the ability to exile vessels from harbouring in certain towns, as with people.
Alternatively, if this is prejudicial towards 'raiding' RP, maybe we could give town officials the ability to 'dismiss' a vessel back to its home-port, through interaction with the Skiff.
Or both.
