Remove the exile system.

The exile system is literally a mechanical way to ruin someone's RP, unless they build around it. The people who deserve to be exiled from certain places, in RP, can get in. People who don't, can't get in unless they dedicate at least 3 levels worth of skill points (For most characters). It's a babysitting system.
