Weatherstone Spawns

Remove the ability of the water elementals to use the drown ability. Their current population and spread over the area of the Weatherstone means that someone zoning in by portal or transition will likely be surrounded by a great many of them, then killed by their drown.

Natural 1's from a crowd of save-or-die mobs aren't terribly fun for anyone involved.

I'll likely be changing up the spawns there, considering it's new location as well. Might be unoccupied.
