Fiefdoms

Greyhammer is practically a fief of Burrowhome, which got me the idea;

First suggestion;
Create fiefs for all settlements. Small villages or farms that don't and will not function like settlements, yet contains some kind of mayoral position of authority or ownership, and the odd house and/or shop.
Said villages would allow access to monster races as well. This is so they can be raided, which brings me to my second suggestion.
Each village could perhaps have some kind of theme behind it. E.g. A fief of Myon could be themed around a village for half elves, or a fief for Brogdenstein could be more of a grotto like place for Gnomes and Svirfneblin.
Creatures and monsters, if unchecked, could spread into the fief as well. Thus, would need guarding by players. Maybe the mayor/owner could have the option to spend coin on local militia (npc guards to spawn).

Second suggestion;
Add a means to deposit resources into the fief. These resources go directly to the settlement which owns the fief. For example, delivering wood to Greyhammer would increase the stockpile of wood in Burrowhome. Prices for this is exactly the same as the governing settlement. (and is therefore set by the governing settlement, not the fief).
Each fief has a warehouse. With an appropriate lockpick skill, and maybe trap breaking skill (if the mayor has funded for traps), raiders can plunder the warehouse for materials. This could perhaps reduce resources that the governing settlement has. (there'd be some kind of prevention from plundering it multiple times within a certain timeframe),
