Neutral Speedy Messengers

Place a speedy messenger or two in non-settlement areas ie: Sencliff, Sinbayad.
Give people who are exiled / unable to enter a settlement a place to send messages on the surface.
Reasoning: I know a couple of people, one exiled from most settlements, the other unable to enter settlements due to RP reasoning. The second one of these has particular difficulty in getting RP due to not being able to send messengers, a messenger in a neutral area would be a god send.
