As is there are no NPCs in the Underdark that sell Bull's Strength, Cat's Grace, Endurance, Eagle's Splendor, or Barkskin potions. Please fix this.

There is a merchant for this. One of the rotating ones in the Hub should sell some of these potions if not more of them.

In fact.. there are stable merchants who sell those all the time in UD as well.
You just didn't look close enough. Besides player shops supply those regularly
