Are there digging spots on the ice atoll, the atoll with the degenerated cultists (which is very great!), Gnituheithr, and the longer existing/ older islands? (I didnt find any.)

Is finding digging spots based on "spot" or "search"? (I personaly would suggest the later.) Are there different DCs?

Gnituheithr can be quite a challenge. If you know the way, you might avoid the bookcases because they are not rewarding. Maybe there could be a chance that they spawn magic books?

There are digging spots on all those places, yes. The DC varies. Search skill is the one being used for finding treasure, there is always a passive search being done in those areas by half your search skill and using your full search skill if you are actively using the skill. Yes I have been meaning to improve the bookcase loot on norse island.
