Quality of life, I would imagine. Even with this change, TFs suck for anything but standing in the back and launching IGMS from a shadow. With recent NPC rebalancing, certain potions have become almost a necessity for some classes, if they want to solo. It just expanded a little bit on the decision to open up raise/rez/restore for previously magic banned paths, without really making them much more dangerous in PvP.
True Flame Path

Looking back on the forums, this was previously suggested and rejected.
What caused the devs to change their mind about this?
And should we be concerned regarding the state of the True Flame path?
It's likely a dev with some mechanical knowledge took a look at it.
I wouldn't be concerned; it's really a QoL improvement. It's not letting them do anything they couldn't before (with a friend) and they're still terrible compared to your standard mage when it comes to PvP - or solo PvE.

I personally like the change, as I'm a big fan of paths like the True Flame and it is indeed a quality of life change.
(On another note, this update came in the day after I sold an entire inventory page of potions. Oh bugger!)
