Make it more difficult to learn languages.

My suggestion is that we allow only people who speak the tongue NATIVELY are able to teach it further.
Language learning is already difficult enough for players to do - requiring a long period of time to learn, plus skill checks and stat requirements. Adding more restrictions will detract from the system, and make languages unfun. Plus we cannot satisfy all the languages to racial statuses.
And, we've addressed any concerns in the code that has been abused to teach languages faster.
