Make Deep Imaskari Race not suck

Change them from Half-Elf base race to Human.
Half-Elf loses the Human feat and skill point.
Deep Imaskari gets those skill points back, but at the cost of 2 DEX.
There's almost no point to playing a Deep Imaskari. You lose a feat and only gain 1 INT mod.
