In the majority of settlements, it makes no sense that Cordor would let a known pirate ship dock at it's harbour and the same for several settlements. I know the Dreadnaught shoots out it's skiffs outside the towns to avoid any issue, is it possible these ships could gain the same treatment? I know it lowers their quality of life but they should be getting shot by cannons if they tried to dock in some of these ports.
