Let Westin sell blank wands/scrolls to non-mages

As it says in the title, he only sells blank wands/scrolls/potions to Wizards, Sorcerers and Bards.

Opening that up to Clerics, Druids, Rangers and Paladins would be a QoL for anyone who makes those consumable.

Thats the Westin in the Arcane tower

He was kept exclusive intentionally, and I think this opens up a few options for PC merchants.
