New Runic Component Reciples: Downgrading higher tiers

So, it just occurred to me . . . It would be really neat to be able to turn:
Bottle of Djinn Uther -> multiple of flasks of Djinn Uther -> even more samples of Djinn Uther
Perfect Chardalyn Stone -> multiple imperfect Chardalyn -> even more flawed Chardalyn stones
Etc . .
One might think that this is a horrible idea to do, but I personally know of certain people that would love for this to be a thing. For example: Lets say you're trying to mass produce things that require the lesser rune types, but you end up finding (and not needing) a higher rune type component, this would allow you to "break" the rune down into smaller weaker components.
