Rest restrictions.

So, I love the in game needs to eat, sleep, and drink, but I've always found the rest meter a bit lacking. Needing to make sure your character is getting enough sleep is great, but, the flipside of not being able to rest outside of an inn if your character is well rested is unnecessarily punishing, to the point that I've given up whole character concepts just because they're casters without infinite spells. (Basically limiting me to warlocks and true fires)
And I'm certain there are others who feel the same.
Currently it is meta for a mage to walk around dead tired all the time, while also carrying more alcohol than the dwarf he's traveling with. I dislike this, because it forces me to to play a character differently, requiring me to role-play alcholism and insomnia instead of just playing a character straight.
The current system restricts role-playing options in a way that bothers me, a system on a role-playing server should aid role-play, never limit it.
Instead, I suggest we leave the rest meter as is but remove the inability to rest outside when your meter is above 50%. However, these leaves rest spamming as a possibility, so I would propose also including a rest timer, limiting time between rests. Perhaps 5 minutes between each one?
You could perhaps also add tags onto the timer in a way that makes it so it doesn't take effect in rest areas, allowing you to rest freely when your meter is low and needs tending to.
