Want to improve quarter locks? Hire a rogue!

Or anyone with lockpicking as a skill, I guess. This idea is basically just that rather than the way quarter lock improvement is set up now (pay a stack of coins and your locks will be good forever and always!), create a little bit of crossover with the pick lock skill where the higher your skill level, the better quarter locks you can create, and if you don't have lockpicking as a skill, you gotta hire someone else to take care of the job.
Same with quarter traps! Craft/disarm trap as a skill let's you create better quarter traps, creating more of a market for people who invest in the trapping skills. Maybe you've got a trapper friend but no rogues are in town so you've got really lame locks but really good traps, or maybe the opposite case is true. Maybe the town thieves trade info on who's got the weakest locks on the block. I dunno how feasible it is as a mechanic, but I can totally see it creating a lot of roleplay.
