NPC patrols

Give settlement leaders the ability to flag an area, which then causes npc soldiers to spawn, relating to the settlement.
These soldiers would be enemy to anyone that is enemy to the settlement. Therefore exiles, settlements at war, surface/underdark etc.
Flagging an area could cost the settlement coin per month or even a hefty one off fee. If the settlement runs out of money, they have no patrols.
There could be a limit on the amount of areas that can be flagged.
This idea was to give more opportunities of representing settlement conflict without the need of DM intervention to spawn troops and such. Two settlements at war could flag the same area, causing the npc troops to fight each other if they spawn near each other, simulating skirmishes or conflicts.
