Disenchanting

Allow skilled enchanters (Greater or Epic Enchantment focus) 'disenchant' properties from items. The % chance of successfully disenchanting an item and the cost of doing so would be based on the item's total value and perhaps the property to be disenchanted. This would allow players to get creative with their gear and also have a chance of removing detrimental properties from artifacts. For example, a Tower Shield with +2 Universal Saves/Only Usable by: Halfling properties isn't much use for anyone, but a skilled enchanter using this technique could 'fix' it.
