Stop the overpowered deer!

This is something I've been thinking about for a while.
The deer around Cordor really bug me in that they are seriously overpowered and unrealistic, both in their gall and their survivabillity.
Deer shouldn't be so brazen, and they shouldn't be nearly so hard to hit or hurt.
So, what I suggest is thus:
Tone down their character sheet ALOT. Make them reasonable again.
THEN
Employ a script(or alter AI, whichever is easier) that, whenever a deer sees a person, humanoid, or creature bigger than it(with exception to druids), it would cause them to become feared. Set their sight range small enough that someone could get close enough to get a shot or spell off, but they would have to take it down in the first shot or spend a good while chasing it down(like in real life!)
Also, if you can make the fear effect not show the visible animation of floating skulls on the deer, that would be even better.
