I've been to Blackfin Rock 3 times with my character, and the mobs refuse to spawn on the First level of the temple of Sekolah.
I ended up luring mobs from another level to that level, in order to complete the writ. Maybe nothing is wrong, but it seems strange that no mobs at all spawn on that level.
