I've always wanted to see more diversity to shapeshifting. The Shifter is perfect for this.
1) Create a shifter-subclass that is completely overhauled and has a broad range of shapes hooked to the feats. Maybe even make it so that there's a gamble to this: On using a shapeshifting ability, the shape is randomly selected from three options. These options would be of the same basic type (say, golem) but differ in a number of details.
2) A rework for the actual shifter. Through sacrificing a 5% token, a dialogue allows your character to choose the path of the "true" Shifter. The shapes would minorly scale with levels so stuff like dragon hatchling wouldn't be entirely pointless in higher levels.
A degree of randomness would be fun too, like having different weapons for certain shapes or a feat given at random, or maybe a stat buffed randomly. The possibilities are endless.
Basically, what I'd love to see is a mundane shifter that is significantly different from the "true" Shifter. The true Shifter, meanwhile, gets upgraded shapes with a major fun-factor!

This isn't a bad idea, but it's way too much investment for something that will necessarily remain restricted to a small number of players.
Shifter does have a lot of potential that's currently untapped - but it's also something that needs to stay rare, because of the massive RP impact it can have. So I expect it's always going to remain a bit unsatisfying.
