-teleport nerf

I don't get why -teleport was nerfed with a 10 minute cooldown. All it achieves is pushing people who teleport repeatedly in a short timeframe (how often does that happen anyway?) to spend 2k each for portal lenses, which do the same without a cooldown.
A caster normally starts their day at around 20% rest meter, so if they have a reason to -teleport, rest and repeat, they can do it what, three times before they're above 50%? Four or five times with preparation (lower %) and alcohol?
Now they'll spend like 6k gold to do the same.
can someone explain what that achieved or what even the problem was i dont get it
