Suggestion: Limit player suggestions to 1/week

To give people a chance to really think through their idea before it is posted.
Rejected.
Players sometimes have inspirations that are spur of the moment, and worthwhile to note down. We will try to address these all as quickly as possible without losing them.
Note: Every suggestion should be fleshed out to give the contributor team a clear understanding of what is being presented so they can best judge it. Guessing on what a suggestion means does not help them in the least bit.
