So, This came across, And I agree. I'm not sure how to fix this, and again, it's a topic for another thread, but I really do feel that the surface suffers significantly from voters' apparent need for leadership to be 100% unquestionably good-aligned and opposed to any kind of confrontation or controversy.
So, When a leader steps from that path; Like In this case; Seems to wish to throw folk out of their home, The bundle of good folk and their neutral companions (Also a few evil people who benefit from the Chancelors downfall or Chaos) will act against it.
And then they rally, Start to glob togetter into one mega vote-paladin of justice and put a new leader in place that at the moment seems fine.
So, My first thought is "Duh" Cause Arelith pretty much pushed evil -elsewhere- and the players created this world where evil will no longer hold foot on the surface.
-Cordor: Even if there was a large enough group of players to maintain an evil Chancelor, Players would still have a high chance that any evil plan of this chancelor could be halted by DM-King. Making Cordor require a special kind of evil *Re-animates ayin Mesmer*
-Guldorand: The player base there is a though cookie, I don't see any evil take hold there.
-Myon: Portal/ Racial hold
-Brog-Bendir Racial
-Wharftown: Dead.
Wharftown is important in this matter, Cause I belief that at that point things changed;
Evil went dark. They moved into the underdark and now sit around boosting their evil against other evil about how evil they are.." muwhahaha" Surface races shouldn't had been allowed there, Cause the following happend:
You are evil. You start in the UD, You stay there. You sometimes go up, Do an evil, Go home, Have tea with drow.
You are evil. You start in Cordor: Time passes, You did evil, People notice: " Omg! Ebil! *smite* ". You stay around a bit longer. You move to the UD and have tea with drow.
You are evil. You are a pirate. " Arr" . You in occasion go have tea with drow.
So my first thought was: "Remove surface from Andunor" (Wich I personally find a fair suggestion, I mean go there, have tea with drow, But when the cup is empty you go home to the surface)
But I went for a different suggestion: Corruption.
Let evil aligned folk that can't hold a citizenship pay Gerald 10k to have their vote count in an election.
Basicly the paid for, Evil form of Harperism.
What will this do?:
-Leaders that wish to remain in power to battle the vote-paladin could for sample:
Hire pirates and outcasts to increase their voter pool.
-Have daresome evil leaders
-Shake things up.
