Aestagor, the azer NPC in the Burning Shores quarter who advertises he can give your weapon fire doesn't seem to be working properly. He does nothing after you request the fire and no buffs show on the weapon.

Steps to reproduce
----------------------------
Talk to Aestagor and request his fire.

Expected result
-----------------------
Fire damage bonus given to equipped weapon(?)

Actual result
-------------------
Nothing.

Notes
---------
Tried with several different weapons, no buff applied to any.

What type of weapon did you use?

I tried with a greensteel double-bladed sword, a vanilla bronze double-bladed sword and a greensteel longsword.
