The stench AoE used to be permanent after activation. However, now it only lasts one area, making it nigh pointless. In PvE, it means you can only use it for three areas (it has three charges) before you need to rest again. In PvP, people can just run away and transition to escape from it.
I'm quite sure this isn't how it is intended to work.
