Smuggler charging full price (minor spoiler)

Currently a Buccaneer ranked pirate and I'm supposed to not be charged to use the smuggler service.
Steps to reproduce
----------------------------
Be a higher-ranked pirate to sail to anywhere (unsure if it's the same for lower ranked pirates)
Expected result
-----------------------
As a Buccaneer, I'm not supposed to be charged. As a Pirate Corsair, only 5gp. This is based on the dialogue from the smuggler.
Actual result
-------------------
Charged full price despite the Smuggler saying it's supposed to be free. I paid 100gp to go to Rayne's Landingand 25gp to go to Sencliff from the Crow's Nest Drydock.
