Calculation of studied enemies seems off

According to the update thread - rangers get class level / 3 + wisdom bonus studied enemies.
I have four different rangers:
26th ranger, 14 wis: 7 studied
23rd ranger, 14 wis: 6 studied
17th ranger, 14 wis: 4 studied
16th ranger, 22 wis: 4 studied
Something seems amiss

It would fit with it being calculated as class level / 3 - 1 (wisdom of 8) regardless of the characters actual wisdom score

Curiously, what was the dev reason for making progression wisdom-based rather than just granting it as a flat bonus? I'm trying to be open-minded here.
Most rangers are going to have 14 wisdom regardless. (You might have the occasional ranger with 13 wisdom.) That's enough to cover the +2 from 20 ranger levels, making it a freebie. Getting more than that requires going pure and having 16 wisdom--which in this case is just an obvious trap choice. I could maybe see some value into going zen archer on a ranger if the cap were higher, but as is I see no benefits.
Players already seem confused by this in Arelith's discord, but I'm sure there must be some rationale behind it. Compared to just granting all rangers +2 FEs, what build decisions does this open that didn't exist before?
