Faction Montly Pay Not Working

So in the Guldorand government the factions give members a salary via the faction's system. Or at least in theory, many members of the government seem to not be getting pay and factions themselves only seem to be losing money by paying property tax value when they're attached to a property.
To specify: This is not me paying directly from the city through the NPC that registers voters and elections, this is the factions that represent the government having individuals within them suppose to be paid but aren't seeing any coin increase in their bank account. The factions all have money in them so it's not that it's not there to pay them.
