Mob mentality.

There are several places on Arelith where people can not be evicted, Wich in many cases is great though some should have some form of it:

-Sencliff

-The arcane tower

-Radiant heart

-The Grove

My suggestion is the following:

Have an NPC where people can select property where a person resides that is unwanted, Select that property. That property has now one mark. Once the property reaches a certain number, The DM is notified, Looks into the matter and then evicts said person.

"Why a DM?" this suggestion is highly abusable in player hands, A group can rally togetter to mechanically "steal" property.

"What of the owner and RP before eviction?" as soon a first mark is set the character is informed my yellow message "There is a mark set against your property" At this point the owner can start to overthink it's use of the property and start to RP against the possible outcome of eviction.

"But who gets to place marks?"

Sencliff and Radiant currently have a system of membership.

The grove I suggested 20 minutes ago or so to make alike Sencliff/ Radiant heart.

The tower could by all logic have such a system too, Aswell as writs.

"Why not just make the Tower, Grove etc. member only on property like Sencliff?"

Totally in favor! Hells, I'd make settlement quarters, Quarters not shops, Citizen only if it were up to me.

But even if it were, There would still be people who bring bad things to the community.

"A malarite moves into a grove where mostly good druids reside and start to make a mess, Inviting lycans and gnolls on the property"

"Misguided paladin of kelvorm moves into the Radiant heart and claims undead to be "just fine" "

"A pirate tries to make bank by renting out Estate rooms to paladins"

"A group of Warriors move into the tower messing with the magic around there and burning books cause "it was cold""

Anyway, So far my suggestion.

All of these places already have NPC representation or membership. If there are issues with those who dwell within, that NPC representation can be sought out. I don't see us the DM Team allowing it in a way of unpopularity, there would need to be deep RP reasons, or class issues (A blackguard warlock moving into the Radiant, an outcast into the tower, DM Wraith haunting the Grove and inviting gnolls to live inside, etc.). But just about all of your samples would be cases where you could ask us to meet with an NPC.
