in DnD UMD, which is the skill that does all this business, using magic devices... determines... whether or not you can use them.

Why not use a more reasonable threshold for magic devices, roughly based on that and make them skill checks (IE, roll to use)

Breaking up UMD between two skills just makes everything starved, punishes non-humans, non-int based classes, and basically ensures that warlocks, druids, spellcasters in general rule the world with an iron fist

Rejected.

There was talk of having a roll, but it was decided that when it comes to using scrolls or magical devices even a small % of failure would be too frustrating for many players.
