Improved Dweomercrafting still bugged?

Last night after the update was announced the server hadn't been restarted to apply it. After getting up this morning the uptime for C&P shows the server has been restarted.
Improved Dweomcrafting isn't appearing in the list of feats available still. Does it have other requirements? I'm attempting to take it pre-epic.
