Increase the language understanding cap for bards, and allow Bardic Knowledge/Bard Song for learning/understanding

Currently, bardic knowledge is basically a worthless core class feature.
Bards already get both identify and legend lore for the purposes of identifying gear, not to mention the fact that you can just do that at any NPC merchant - that can not be the only reason we get bardic knowledge.
Please allow both bardic knowledge, and the bonus from Bard Song, to apply to both learning and understanding languages, and increase the cap for understanding languages with lore for bards from 25% to 40%, please.
For the purposes of learning a language, bards could get a 1% increase per class level, like like the bonus they get to lore from Bardic Knowledge (+1 per level). Not huge, but it's something.
Bards don't even get to use scrolls hardly at all, because they don't get Bardic Lore or Bard Song added for using scrolls. Which makes not a ton of sense.
Please let bards continue being bards and not just "that one weird class whose only remaining class function is bard song."
