Restoration Update Bug

Description of Bug Experienced:
A recent update came out, detailing that the spell Restoration could be used on a player with less than 0.00% rest/water/food, and it would bring said meter up to 0.00%. My character, a level 17 healer cleric, recently attempted casting Restoration on another player with negative rest levels; the player reported their rest remained the same as before, and my character's rest had actually gone down from +32% to 0.00%.
Casting Restoration on my own character later, when their rest was negative, produced the expected results: rest was returned to 0.00%.
Steps to reproduce the Bug:
With positive rest meter, attempt casting Restoration on a character with negative rest meter.
Expected Result:
My character's rest meter would not change; targeted character's rest meter would return to 0.00%.
Actual Result:
My character's rest meter was reduced to 0.00%, from 32%; targeted character's rest meter was unaffected.
(no screenshots sadly, it happened mid-DM event and things were hectic)
