Allow the pirate faction to have something similiar to what the Radiant Heart does.

Maybe instead of a signet ring, they could have Hired Henchmen/Pirates they can call upon, which scales with Pirate Rank.

I've wanted this for some time, NPC pirates that can be recruited in Sencliff for those of a certain rank.
