Having to do the package delivery quests every time one makes a new character is very tedious. I understand the point is to help new players get acquainted with their starting city. Perhaps make the package delivery quests an optional writ and start everyone at level 3? That will give new players an opportunity to become familiar with their starting city without forcing them to jump through this hoop.

For good measure, make the writ selectable only once so it is not abused.

Other solution is to introduce a bypass of the delivery system if a players RPR is above 10.
