Zoo Scrolls CL Boost 3 -> 15

Hello.
Zoo potions that are player made are CL 15.
Zoo wands that are player made are CL 15.
Zoo scrolls that are player made are CL 3.
It makes sense for all of the NPC alternatives to be CL 3, but it would be cool if some extra value could be added to player scribed zoo scrolls.
