Grant Bards access to Epic Spell Focuses

They can sellect it in PnP, but just needs higher level than pure casters.
EDIT: Bards in PnP are great Diviners and Illusionists, two schools of magic that are... well... non existent on NWN.
Any more perks could give them a nice touch aside spellblades.
