"Listen" check allows you to hear whispers

As the name says, It'll give an incentive for people to put real ranks into listen.
How it will work: Whenever someone that would usually be within "talk" distance of you whispers, you make a listen check (say... DC 30, 5% chance success/failure) in order to hear it.
This will also give someone will no ranks in listen a 5% chance to hear even w/o ranks in listen, thus giving people a mechanical reason to take their super-secret discussion elsewhere.
