Water Bottles Extinguish Flames

Add an secondary use option to water bottles to extinguish fire-based status effects.
It's a little immersion breaking when someone is standing on fire for more than a minute or two while everyone present can do nothing to remove the effect but stare at them, given how much water people tend to carry IG.
Alternate Suggestion: rather than dispelling the effects entirely, have them lessen the severity of the reflex DC needed to put yourself out. If you're rolling around on the ground to get the fire out, it'll probably be easier when you're a little bit soaked.
