Any spell with a duration of 9 seconds can more accurately be described as a spell with one round of effect following the round in which it is cast. The duration of 9 seconds accommodates the "three seconds" (move or standard action roughly equal to half of your round) in the previous round following your spell cast, plus the next six seconds, which is the on-paper duration of a round (a hasted and regular spell in the case of timestop the following round, or a full attack action in the case of true strike).

Do you get a full round of attacks with the true strike bonus if you attack immediately following casting? If so, it's working correctly.

Yes, that seems to have been the case. I wonder why it just doesn't say it'll last a round though. Thanks for clearing it up though.
