Treasury suggestion

Okay. Stealing the entire treasury once was edgy, and twice was Very Bad. Now that it's been done....what, five or six times, it's getting annoying, and there is no good IC way to handle it.
I would like to suggest that any withdrawals or transfers from the City are logged in a way that we can reproduce. Any bank you go to has records. Any time you take money out of an actual bank, there is a paper trail. This should be no different. Not necessarily for individuals, but for cities and city divisions? Yes. And it should be accessible by people who would legally and legitimately have reason to access it (Council, Magistracy, Guard, etc.)
