I want to agree, but sadly it's "working as intended" with the new Lore change.

Lore contribution to language understanding, effectively giving a 1% chance of understanding any given utterance for every 2 Lore points (which stack the same as they did before), capping at 25%

Apparently a Monk's Tongue of Sun and Moon is also affected by the cap, making this feature nearly useless.

this so needs to be an exception since it was one thing left when the class was gutted
