Language Learning, Not gaining progress

After the last update, on character Nicodemus San-Lanargaith, no longer gaining anymore progress on learning any additional languages
Usually paying the Ambassadors on the boat will result in a gain of 1-2% progress, this no longer occurs.
Further more in rp with other characters for a few different situations for several hours resulted in no gain in multiple sessions in multiple languages (one session 5 hours, no gains in Draconic, and another session following day after reset of 45 minutes with no gains in Orcish, in times past normal yield would have been anywhere from 1-8% depending on length of sessions typically 20-90 minutes)
Suspected it was a phrasebook issue, replaced Gnomish Book with a spawned one from a library bookshelf, waited until next reset, tried using the boat ambassadors same results, no further progress
Now suspect it may have something to do with the Character already being at fluent in all race/class language and fluent in all his +int mod languages (+4 in this case) so it's locked him into no further progress with anymore additional languages including any progress in learning a replacement language
